Maybe the difference has to do with the location of the small place that fan studies occupy in cultural studies as a whole? I mean, people get to choose whether or not to be fans, what to be fans of, and how they conceive fandom in ways that they don't get to choose things like where they were born and how wider culture relates to people like them (for any value of Them) and what kinds of work are available and what happens in the workplace.
